Project & Delivery Management

Technical control from procurement to handover.

When clients need this

Clients use this service when they need engineering oversight of contractors, vendors and site works without turning the consultant into a construction contractor, and when the design intent has to hold through substitutions, value engineering and programme pressure.

UBIK acts as the client’s technical representative on data center projects through procurement, construction and handover. The work covers tender technical evaluation, submittal review, site observation, quality and progress control and closeout readiness. Construction stays with the contractors, and UBIK checks what they build against the design basis the client approved.

What UBIK provides

  • Technical management plan: responsibilities, review stages, hold points and the acceptance route
  • Tender technical evaluation and clarification: like-for-like comparison of contractor and vendor offers
  • Technical submittal and substitution review against the design basis
  • Site observation reports, quality trackers and a live issue register
  • Handover and closeout readiness tracking: documentation, outstanding works and the commissioning and operations interfaces

Method

The steps in the order the work happens. Each step closes with a record the client keeps.

  1. 01

Set the hold points before the contract

The technical submittal stages, witness points and acceptance criteria go into the tender documents, so every bidder prices the same review regime and nobody discovers it after award.

  2. 02

Review every change against the design basis

Every substitution and value-engineering proposal is tested against the design basis: the same failure states, the same maintenance access, the same certification evidence.

  3. 03

    Walk the works

Site observation follows the installation sequence: containment, pipework and busway before they close, plant setting and connections before they are insulated, controls before they are commissioned. Findings go into one register with photographs and closure dates.

  4. 04

Track the handover file from the first submittal

As-built drawings, O&M manuals, test records and certification evidence are tracked from the first submittal, so that the handover file is complete at handover.

How the system fits together

The system or process this service works on, drawn by UBIK.

Hold points on an eighteen-month MEP programme, UBIK. Reviews, inspections before close-in and witnessed tests placed at the points of highest installation risk.

In depth

How UBIK approaches this service, in the detail a technical buyer evaluates. Each part opens separately.

01The design has to survive procurement

Between the tender and first fix, bidders propose alternatives, vendors offer equivalents, the programme compresses and value engineering removes what looks redundant. Each of those is a legitimate decision, and each can also consume the margin the resilience objective depends on. As the client’s technical representative, UBIK checks every one of them against the design basis the client approved.

That starts in the tender documents. The technical submittal stages, the witness points, the acceptance criteria and the hold points are written into the employer’s requirements, so that every bidder prices the same review regime. Offers are compared like for like on the technical substance: the topology actually offered, the equipment actually proposed, the exclusions and the assumptions behind the price.

02Substitutions tested against the failure states

A substitution is reviewed the way the original was designed: against the same maintenance and failure states, the same access and replacement routes and the same certification evidence. A chiller with a different footprint may block the replacement route for its neighbour. A UPS with a different battery chemistry changes the ventilation and the fire strategy. A busway rerouted to save a week can join two trains that the design kept apart. None of this shows on a datasheet comparison, and all of it shows on the drawings.

The review closes with a decision the client can act on: accepted, accepted with conditions, or rejected with the reason stated in terms of the design basis. The register of those decisions becomes part of the certification evidence and the handover file.

03Site observation that follows the sequence

Observation is planned around the installation risk rather than the calendar: containment, pipework and busway before they are closed in; plant setting, connections and supports before they are insulated; controls and instrumentation before they are commissioned. Findings go into one issue register with photographs, the clause they relate to and a closure date, and they stay open until they are seen closed on site.

The aim is a facility that matches its drawings when the commissioning team arrives, so that the integrated systems test demonstrates the design instead of uncovering installation defects.

04Handover built from the first submittal

The handover file is tracked from the start: as-built drawings, operation and maintenance manuals, factory and site test records, training, spares and the evidence the certifier and the operator will need. Each item has an owner, a required date and a status, and the readiness tracker is reviewed with the construction programme so that a handover date is a date the documentation can meet.

Construction execution remains the responsibility of the appointed contractors, and the construction contract is administered by the parties appointed for that purpose. UBIK runs the technical programme, chairs the technical reviews and keeps the record. The boundary is written into the appointment.

In practice

The photographs are from UBIK’s own work. Sites and clients are not identified.

Risks reduced

  • Design intent diluted by substitutions that pass on paper and fail in a maintenance state
  • Quality or sequence problems in the MEP works found at commissioning instead of at installation
  • A handover file assembled at the end, with the evidence the certifier and the operator need missing

Questions from clients

Questions clients ask before an appointment, with UBIK’s answers.

Is UBIK the project manager or the engineer?
The engineer. UBIK can run the technical programme and chair the technical meetings for the client, but it does not administer the construction contract or direct the contractors’ means and methods.
How much site presence does UBIK provide?
Site presence is planned around the installation risk: intensive during first-fix MEP, plant setting and the lead-up to commissioning, lighter during civil works. The plan states the visits, the hold points and who attends them.
Can UBIK join a project already under construction?
Yes. The first task is a baseline review: what has been installed against what was designed, which submittals were accepted and what the issue register says. A late appointment of this kind is common when the handover date is fixed and the evidence for acceptance is incomplete.
